Rachel Tierney
Rachel brings over 25 years of experience in local government law, specializing in general municipal law and economic development. She joined Kennedy & Graven in 2022, and since then, she has been an essential asset to the firm. Rachel’s expertise and commitment to local governments have helped shape and guide municipalities through complex legal challenges. Outside of her legal practice, Rachel is an avid traveler, a passionate reader, and a lover of history podcasts. She enjoys spending quality time with her family and believes in maintaining a balanced and enriching life.
Pam Whitmore
Pam has over 20 years of professional experience in local government law, municipal litigation, and conflict management services. She specializes in general municipal law, employment law, conflict resolution, strategic planning, and public engagement. Pam joined Kennedy & Graven in 2022, bringing a wealth of knowledge to the firm’s diverse practice areas. Beyond her legal career, Pam enjoys reading, cooking for her family, and golfing with her husband. Her focus on strategic problem-solving and her dedication to fostering positive outcomes for clients will continue to have a lasting impact on the firm.
