Rachel G. Tierney
Rachel Tierney focuses on General Municipal Law and Economic Development.
She has over 20 years of experience in local government law as an Assistant City Attorney and most recently as Deputy City Attorney for the City of Saint Paul. Rachel’s background includes economic development, employment law, data practices, open meeting law, municipal regulation and licensing, ordinance drafting, and negotiating and drafting contracts. Rachel also has significant experience in advising elected officials, city councils and other boards and commissions. She joined Kennedy and Graven in 2022.
Rachel enjoys traveling, reading, learning to fish with her son, trying her hand at crafts with her daughter, listening to history podcasts and spending time with her family. Rachel lives in Minneapolis with her husband and two children.
